The Project
The Bell Bay Shiploader replacement project is a critical port infrastructure upgrade at the Port of Bell Bay in northern Tasmania. Led by TasPorts, the upgrade aims to replace the existing ageing infrastructure and optimise both the shiploader and its associated infrastructure.
Crisp Bros & Haywards were awarded the design-and-construct contract for the machine replacement. WGA was engaged to deliver multidisciplinary engineering design services for a modern, fully mobile shiploader capable of accommodating larger vessels and improving operational safety and efficiency.
Technical Solutions
WGA’s scope of work includes structural, mechanical, and electrical design services, including functional safety. The project presented some complex engineering challenges due to the operational requirements of a large, fully mobile shiploader in an active wharf environment. Key technical features include:
- The shiploader has been designed as a fully mobile machine, capable of detaching from its feed conveyor and being driven clear of the wharf to a dedicated parking position. This requirement necessitated sophisticated steering and control systems to support safe and reliable operation.
- An intuitive operator interface has been developed to enable easy management of the shiploader’s various movement functions during normal loading operations and when relocating the machine.
- The design incorporates a highly sophisticated control system that interfaces with anti-collision sensors and enables individual steering of each wheel. Despite the underlying complexity, the system is configured to simplify operation and enhance usability for operators.
- Electrical functional safety forms an integral part of WGA’s scope, ensuring safety systems are embedded within the overall design rather than treated as an add-on. This approach enhances operational safety and long-term asset reliability.
Client Focus
WGA played a critical role in the early concept development of the shiploader, delivering an innovative, fully compliant design that not only met all project and performance requirements but was also significantly cost-effective for the client, leading to a successful tender submission. Close collaboration with Crisp Bros & Haywards, TasPorts and local Tasmanian partners has been central to delivering this complex port infrastructure project, showcasing WGA’s ability to deliver major resource infrastructure locally through our Tasmanian-based teams.
The project is currently progressing, with design completion targeted for the end of 2026 and construction planned for the end of 2027. The works are being delivered under a staged program by WGA’s Tasmania team, enabling close collaboration with stakeholders throughout the design lifecycle.
